Sacramento Regional Compact for Production of Affordable Housing

In addition to the jurisdictions that have adopted inclusionary programs, the Sacramento Area Council of Governments (SACOG) adopted the Sacramento Regional Compact for Production of Affordable Housing (Compact) in March 2004. The Compact is a voluntary program for jurisdictions within the SACOG region to meet a minimum production standard of affordable housing. The standard is set so that at least 4 percent of all new housing construction will be affordable to very low-income households, 4 percent to low-income households, and 2 percent to moderate-income households. Participating jurisdictions can meet the standard by whatever means they deem appropriate.

As incentive to join the Compact, SACOG will pursue legislation that allocates a portion of the State’s Workforce Housing Reward Program funds to the SACOG region, which participants would then be eligible to receive. They will also pursue legislation that allows participating jurisdictions to self-certify their Housing Element, a required component of General Plan updates.

As of June 2004, the following jurisdictions have joined the Compact:

· Town of Loomis
· City of Roseville
· City of West Sacramento
· City of Winters
· City of Woodland
