However, Meadowview area residents balked at the plan, feeling they already had their fair share of low-income units and their neighborhood didn't need more. A new plan was drawn up to move the inclusionary units to an apartment complex approximately 5 miles away in the North Laguna area. North Laguna residents, however, also protested the units, saying that many of the units in the apartment complex were already designated as affordable and adding more would create a "slum." Ultimately, though, it was decided and approved to keep build the inclusionary units off-site in the North Laguna complex.
- First inclusionary plan was approved in June 2002. Amended plan with inclusionary units moved to off-site location approved in December 2003.
